EVALUATION ARTICLE CRITIQUE Steps of Outcome Evaluation

Step 1:Engage Stakeholders. Discuss which stakeholders are engaged, if any, and how stakeholders were selected and involved. Step 2:Describe the Program. Program descriptions were covered in Chapter 7 as well as use of theory and logic models. Did the authors describe the program being evaluated? Did the authors provide you with their logic model and path flow? If it these questions are not included in your article, state this in your report; do not omit the step.Step 3: Focus of the Evaluation. Assuming that the evaluation has fully engaged stakeholders, has a logic model, and a path flow, the focus shifts to outcomes evaluation. There are two parts of outcome evaluation as follows.STEP 3A: Select program objectives. Were front line workers and/or staff involved in the process? Did the article identify the program objectives being evaluated? Was a theory identified to guide the evaluation? Discuss and provide specific evidence to support your answers.STEP 3B: Measure program objectives. What measurements were identified for the outcome evaluation? Did the measure align with a program objective? Focus on the measure, not a yes or no answer. Did the researchers use an instrument to collect data? Were the instrument/questions provided; was there an explanation for the criteria used in the instrument?

Step 4:Gather credible evidence/data. There are three steps in gathering credible evidence in an outcome evaluation. Box 13.1 on page 244 in your text offers examples of three levels of outcomes. For this section in this assignment, explain the overview of outcome evaluation as outlined in the article of your critique.

STEP 4A:Selecting samples or data sources. Who are the participants that make up the sample for the outcome evaluation? Do the researchers discuss what percentage of the population makes up the sample? What sampling technique was used to identify the sample? Why was this method selected and what were the factors that impacted the choice? Exactly what sources were used to gather data? Who collected the data? How was confidentiality of the data assured? How were data collectors trained?
