Dr. Brown created a program which attempts to reduce drug and alcohol use rates among welfare recipients.  To evaluate the effects of his program, Dr. Brown gathered a random sample of welfare recipients and divided them into experimental and control groups.  These groups were equal in size and randomly assigned in order to make sure that the groups were similar enough to compare in the evaluation process.  Both groups had equal rates of alcohol and drug use at the beginning of the study.
Dr. Browns program sought to reduce the rates of drug and alcohol use among welfare recipients by providing work for the recipients in the control group in exchange for a bit more money in their welfare checks every month.  Individuals in the experimental group were provided with 20 hours of work per week working picking up garbage along the highway and in the parks in the city where they lived.  This entailed participants reporting to work by 7am from Monday through Friday.  Participants in the control group did not receive any sort of treatment and simply received their welfare checks as they normally would. 
Dr. Brown hypothesized that those individuals in the experimental group would have lower rates of drug and alcohol use than the control groups at after a year of taking part in the program.  Dr. Brown believed that providing participants in the experimental group with work would give them something to take up their time, thus, resulting in less time they would have to drink and do drugs.  Dr. Brown also predicted that participants in the experimental group would want to wake up each morning refreshed and ready for work without a hangover so they would engage in less drug and alcohol use at night.
After a year had passed, Dr. Brown collected follow-up data to determine if his program had reduced alcohol and drug use in the experimental group.  The impact analysis of Dr. Browns program revealed that while drug and alcohol use had stayed the same in the control group, alcohol and drug use had risen by 50% among participants in the experimental group!  How could this be?
Dr. Brown wants to hire you as a program evaluator to determine why his program had harmful effects.  First, he wants to see a plan for how you will conduct a qualitative process evaluation to determine why his program did not work.
Next, once you have conducted your process evaluation, Dr. Brown will be interested to see why exactly his program did not work.  Imagine that you have conducted the process evaluation and provide some reasons why you think the program may not have worked to reduce drug and alcohol use.
Finally, provide suggestions as to how you think that the program could be improved to help reduce drug and alcohol use among welfare recipients.  If you think that the program is flawed beyond all repair, then provide an alternative program that you think would reduce alcohol and drug use among welfare recipients.
