1. Who is the priority population?
2. What are the needs of the priority population?
3. Which subgroups within the priority population have the greatest need?
4. Where are these subgroups located geographically?
5. What is currently being done to resolve identified needs?
6. How well have the identified needs been addressed in the past?

The questions outlined above can be answered by incorporating the following steps: determining the purpose and scope of the needs assessment, gathering data, analyzing the data, identifying the factors linked to the problem, identifying the program focus, and validating the prioritized needs. Who is the priority population?

Introduction

There are many different populations that will be targeted by the Affordable Care Act. The way the law is written, some of these populations have more legal rights than others. For example, everyone has the right to food and shelter as human beings, but people who are homeless or lack jobs have fewer protections under the law.

Poor people

The poverty line is the minimum income needed to meet basic needs. It varies by region and country, but it’s usually higher than the government- determined “basic needs budget,” which is used as a guideline when determining eligibility for social programs.

People who are homeless or have no regular place to live

The priority population is defined as people who are homeless or have no regular place to live. In addition, this population includes people at risk of becoming homeless and/or victims of crime, violence and sexual exploitation.

The Department of Homelessness and Housing Directorate (DHHD) provides assistance to these individuals through its programs such as:

• Assistance with finding accommodation through emergency shelters; hostels; night shelter programs; outreach services provided by non-profit organisations; Beds Corporation (BC) units which provide transitional housing for single women with children under 18 years old living in poverty; BC Units for Aboriginal people living in poverty

People who don’t attend school regularly

The primary group of people who are typically considered to be the priority population are children who don’t attend school regularly. This includes those who have dropped out of school and those who do not go to school (henceforth referred to as “non-attenders”). While these groups also include some adults, they’re often considered separately because they’re not part of a larger group like “students” or “teachers” in general. For example:

• A student may drop out for any number of reasons—from failing grades in one subject area to personal problems such as family issues or substance abuse problems. While these students may return at some point in their lives, it’s generally thought that returning will be after taking time away from schooling altogether; therefore, this can be viewed as a permanent change from being an active learner into someone who doesn’t participate regularly anymore after leaving high school or college/university education programs

People with mental or physical disabilities

To be inclusive, you need to be aware of the needs of people with disabilities, mental health issues and physical disabilities.

When designing your product or service it’s important to consider how your customers will use it. If they are unable to operate something without assistance (for example wheelchair users or those who cannot read), you need to make sure that these features are included in the design process. You also need to consider any other factors such as accessibility requirements set out by law – for example, if a building has no lift access then there may be restrictions on what can happen within this area.

Conclusion

In a perfect world, everyone who needs help would get it. But this is not the case in America today. The government doesn’t have enough funding to provide services to everyone who needs them. Instead, they have set priorities based on population groups that are most likely to need assistance and can be helped the fastest. These populations include those living below poverty line levels (which includes households at or below 150% of poverty guidelines), people who are homeless or have no regular place to live, people with mental or physical disabilities (for example: developmental delays or other learning disabilities) and others with these types of issues such as low-income families who may have low-status jobs like fast food workers or minimum wage earners without benefits like health insurance coverage etc…
