Terrorist attacks or other criminal activity around ports are a major concern for the maritime community. This means that port FSOs need to be ready in case an attack occurs.

International Maritime Organization (IMO) Code of Practice for Ship Security

The IMO Code of Practice for Ship Security is a guidance document that provides an overview of the international framework for ship security. It covers the requirements of the International Ship and Port Facility Security Code (ISPS Code) and the International Convention for the Safety of Life at Sea (SOLAS).

Maritime Safety Manual (MSM)

The Maritime Safety Manual (MSM) is a document that outlines the security requirements for a specific vessel. It is used to help ship owners comply with international and national laws, as well as prevent criminal activity on their vessels. The MSM contains information about:

• What each vessel must do to achieve compliance with relevant maritime safety standards and regulations;
• How these requirements are enforced; and
• How they should be implemented in practice by individual operators or firms operating in accordance with applicable legislation such as IMO’s SOLAS Convention

Terrorism and Piracy Incident Response Plan (TPIR)

The TPIR is designed to address all threats to port facilities, including terrorism and other criminal activity. The plan is a key component of the Port Security Plan and helps guide how FSOs coordinate with other agencies during an incident.

In order for this strategy to be effective, it must be consistently followed by all maritime security personnel involved in responding to terrorist or criminal incidents on U.S.-flagged vessels at U.S ports or near U.S waters (i..e., within 12 miles).
