The Ethic of structure posits three distinct barriers that may correlate with challenges in ethical neutrality. The Ethic of structure implies no one person is a direct cause of an organization’s outcome. The second barrier is differences in the person’s motives and the organization’s rules. Lastly, a person’s actions may adversely impact the decisions and policies of the organization. However, as with many challenges in life, there are answers to ensuring public administrators make sound decisions. Fischer (2010) identifies a covenantal perspective consisting of a more applicable approach, which minimizes the weaknesses of one another. Public administrators are tasked with navigating various decision-making constraints, but there is only one way to overcome these barriers.
